Urban Transport Infrastructure Grows Smarter

Almost all large cities face the tasks of increasing the traffic speed, reducing the number of traffic jams, and accelerating the response of the Traffic Management Center staff to changes in the road network. One of the ways to solve these problems is to implement an Automated Traffic Management System (ATMS).

Introducing Traffic SL ATMS

Traffic SL is a Traffic Management System developed by Softline within the framework of the "Region of the Future" program. It is a 100% Russian development that has a significantly lower price than foreign counterparts. The system is designed to manage traffic lights at separate intersections and at the scale of a city-wide road network. The ATMS collects and transmits road traffic data in real time and helps the employees of the Traffic Control Centers to regulate traffic promptly.

Operation Principle

CCTV cameras and vehicle detectors monitor the road network situation and register the vehicle movement parameters. The collected data can be used to prepare centralized traffic light control passports, plans, and programs, or adjust the traffic light control programs at specific sections. Adjustment of traffic light switching modes provides extensive traffic light management opportunities: it is possible to regulate traffic depending on the time of day, to create "green waves" or, if necessary, "green streets," as well as to create other traffic modes convenient for drivers.

Pilot Project in Novosibirsk

In 2018, the Novosibirsk Mayor's Office approved the pilot project run by Softline—implementing an automated traffic management system in one of the busiest city streets, Stantsionnaya Street. The ATMS lived up to the customer’s expectations, and its performance even exceeded the planned values. On-route travel time was reduced by 18%, the average traffic flow speed of traffic flow was increased by 19%, and the number of stops was decreased by 47%. Such results were achieved by creating a "green wave". Fine-tuning of the ATMS has enabled traffic optimization on the main street while reducing the congestion on the adjacent roads.

At present, Softline discusses with the Novosibirsk Mayor's Office the possibility of upscaling and implementing the Traffic SL ATMS at the busiest intersections of the city. Other municipalities also show interest in the solution.

Following the roadmap of the "Safe and Reliable Roads" national project, ATMS should be implemented in 38 large urban agglomerations by November 2020.

Why Novosibirsk?

The Autostat analytical agency reports that, as of the end of 2017, about 500 thousand cars were registered in Novosibirsk and 12 thousand vehicles were passing through the city. Intensive real estate development, a wide river separating the city, a large number of railroads, lack of the appropriate number of bridges and road sections have made the load on the road infrastructure very high. The operation mode of most traffic lights is defined automatically based on their location and regardless of the traffic density. As a result, Yandex reports 7-point traffic jams in the morning and evening.

"The implementation of ATMS may be the best solution for cities where the number of cars is growing rapidly, and the road infrastructure and traffic density are changing dynamically. The solution will solve the traffic optimization task and, eventually, reduce the route time for citizens, improve the ecology, and raise the living standards for the city residents," — comments Ruslan Belousov, CEO at Softline Trade JSC.
